I too have a small dog and while I don't have an issue with licensing or not licensing cats, I don't mind paying the small fee for my dog's license.

I agree it's essential to have both cats and dogs neutered so there are no unwanted litters. I would never take my dog to an off-leash park, as I don't feel they are safe and they are frequently dirty as a result of thoughtless owners who don't pick up after their pets.

What I do wish, however, is that Surrey would use the revenue from those licenses to patrol and enforce the dog waste pick-up bylaws. In the area where I live, boulevards are a minefield and it is disgusting - so much so that I prefer not to take my dog out of my complex and onto the street. If bylaw officers spent a couple of hours there in the morning and again in the early evening, even once a month, they could make a small fortune in revenue from fines.

By the way, it is also not appropriate to put dog waste in the garbage; it's very easy to turn the doggy bag inside-out again to flush the waste down the toilet and then put the empty bag into the garbage.
