I don't know where David Woodward got his licence but if it was in B.C., the drivers handbook had specific instructions on how to enter an intersection and which lane a driver should be in when completing a turn.
That he does not know this does not surprise me at all. Very few people in the Lower Mainland have any idea of the proper way to make a turn.
Even many in the police forces here do not know - or at least do not practise - the correct way of turning.
